SoftChalk

SoftChalk allows you to make interactive web pages for e-learning.  It has a large variety of styles and it has an instant preview to see the resulting web pages.  It’s particularly useful for adding activities, including a hot-spot quiz.

You can download a free 30 day trial from: http://www.softchalk.com/
